what is rumored to work, is calling tracfones (terrible) customer service and paying for a year in advance...
You have to either have a year of service and then they'll unlock it for free AFTER the year is over, or you can pay them $150 straight up.

Seems like it may not be official policy but some agents will do it for you.
Note that most of the tracfone agents are wholly inadequately inadequate at even basic tasks.
